WCA Golf Croquet Handicap Doubles

This is run under target handicap system. As different players will have different hoop targets, game winners are decided on percentages and 'hoops' will reflect this, e.g someone with a target of 10 who scored 7 will have a score of 70% and earn 70 points in the 'hoops' column
