An Appeal against the draw can be made by any player who believes that
a. The draw has not been conducted according to the WCF Regs and
b. They have disadvantaged by the above failure

In this case, players had been moved between their correct seeding rows, leading to Felix's block having a number 1 seed , a number 2 seed and two number 3 seeds. There were other blocks with similar errors.
The draw was therefore redone according to WCF Regs.
